台 灣步入少子化時代，義務教育之軟硬體設施亦隨之步入另一維護管理思維。台北縣中和市光復國小硬體設施齊全，鑑於學子漸少，校方睿智地推動ROT(擴建，營 運，移轉)使校內硬體設施得以一步步以民間參與方式更有效利用。台灣綠圖與大豐工程顧問成員不少畢業自國立台灣大學，以綠圖於促進民間參與公共建設之專長 輔以大豐工程顧問及台灣營建研究院於促參領域的領導指揮地位，於2006-06榮膺光復國小本案之顧問合約。
